About infringements and infringers of intellectual property rights

Internet provides unlimited informational abilities. At the same time, Internet has given rise to a very large quantity of people and companies whose principal way of making money is manipulating information, or, in other words, fraud and falsification. At present, there are over 500 Internet sites providing data on electrochemical activation technology and engineering. These data are either evidently doubtful, or has been unlawfully taken over from the authors (with no consent or references to the primary source), or stolen from the authors in the same way, and distorted in the interests of the internet page owner.

For instance, among companies, which represent electrochemical activation equipment and technology illegally, i.e. without corresponding authorization, is the St-Petersburg company NPF IZUMRUD ( Research-and-production firm IZUMRUD ), headed by Vinogradov Vladimir Vikentyevich . The pages of the company IZUMRUD site do not mention true manufacturers of STEL, IZUMRUD, AQUACHLOR devices, there are no references to patents protecting these engineering solutions, no names of the technology's authors are given, and there is no address of the only in the world company ( Laboratory of Electrotechnology Ltd.), which manufactures patented by the authors (V.M. Bakhir and Yu.G. Zadorozhny) FEM-3, FEM-7 flow-through electrochemical module cells, as well as electrochemical devices supplied with reactors made up of the above modules. In one of his letters dwelling on the IZUMRUD company policy of industrial and commercial activity, V.V. Vinogradov openly admits: "we have to be cunning only for the sake of securing an order" .

It is clear that dealing with such providers of products and services, consumer does not get what he was ready to pay money for.

Another company, whose chief attributes himself to the authors of electrochemical activation engineering and technology is the ÎÎÎ NPO PERSPEKTIVA ( Research-and-production association PERSPECTIVA Ltd. ) located in town Dubna, Moscow region, headed by Gablenko Vyacheslav Georgiyevich .

The patents of V.G. Gablenko are aimed at solving insignificant or just unnecessary problems, however they imitate the patents of V.M. Bakhir and Yu.G. Zadorozhny since they contain similar pictures. Distinctions in the pictures of original patents and those imitating them are seen only by experts and lie in a different shape of inner electrode (a straight pipe with thread at the ends instead of a rod with specially developed profile in the original product), a different shape of packing washer sealing the diaphragm (figured carving instead of a common ring as in original product) etc.

When a purchaser is demonstrated such a patent with picture imitating an authentic FEM-3 module, he can't distinguish a real product from the offered one, and after failures, disappointments and lost time, he sometimes finally finds the authors and solves his problems having got qualified advice and having bought the real product.

There is a patent of Gablenko V.G., in which a flow-through electrochemical reactor composed of module cells very similar to FEM-3 modules is claimed, though the object of protection in the given patent is a system for detecting liquid leakage from module electrochemical cells. The system in question is probably needed in the case when the inner electrode of FEM-3 module is a pipe with open ends, but is absolutely useless if FEM-3 modules are manufactured in conformity with the original technology (EXAMPLE 1).

There known infringements which are injurious to human's health. False FEM-3 element, resembling the original FEM-3 on the surface, evolves toxic substance into the water when used in EMERALD, and does not provide synthesis of highly active oxidants when used in STEL that in it's turn decreases antibacterial activity of anolyte ANK generated in it and as a result represents danger of spread of infectious diseases in hospitals and other medical establishments using STEL equipped with false FEM-3 elements (EXAMPLE 2 ).

Successful work in such swiftly developing field of science and engineering as electrochemical activation needs specialists with deep scientific knowledge in such areas of science and engineering as inorganic and organic chemistry, physical chemistry, electrochemistry, electrochemical and chemical kinetics, synergism, nonequilibrium chemical thermodynamics, mechanics of liquid and gas motion, electroosmosis, material engineering, electrical engineering, and having experience of using this knowledge in application to engineering electrochemical systems meant for producing electrochemically activated substances with desired characteristics and properties, and technologies of employing obtained electrochemically activated solutions and water in various fields. Training such specialists for companies introduced into the Institute's Register is performed by expert staff of the Institute with their invaluable experience of research in the field of electrochemical activation.

EXAMPLE 1

There appears to be formal resemblance between IDEAL and EMERALD devices as IDEAL is assembled in the same casing. It's purpose – posttreatment of tap water.

Inside the device – hydraulic circuit carelessly assembled with two false FEM elements being used. This scheme has nothing in common with schemes of water purification in EMERALD. Water in this device is being enriched with chlorine-oxygen oxidants, at the same time heavy metal ions are not removed from water.
Made of low quality materials current-carrying contacts on FEM elements are covered by rust. After short period of use these contacts will fail to provide current supply to the FEM elements.
Constant water leaking through low quality and improperly made compacting on anodes of the FEM elements causes increased humidity inside the casing.
It is obvious that such anode construction makes the warning system in case of reactor leaking quite relevant. And this is what the representative patent of the "Perspectiva" company is dedicated to.
Wet device with potential possibility of leaking may cause health and life hazard, that is why the main task of such "producer" is to insure himself by warning the user on the nameplate of possible electrical shock.

EXAMPLE 2

Documents according to which false FEM element was purchased do not belong to the company- manufacturer because imitators disguise their illegal and, as it will be shown below, criminal activities, quite carefully.

Number roughly attached to the surface of the untidily made cathode is the evidence of extensive plans of manufacture of false FEM elements.

False FEM element resembles the original on the surface. At first sight difference is clear to specialists only.

Anode and cathode bushings in the false FEM element are made of a certain material that is not used in the original and, according to a research conducted by the Toxicology Centre of the Russian Ministry of Health, is not allowed to contact drinking water (it is used for manufacture of plastic fastenings).
There may be noticed leaking of sealing material inside the cathode bushings. The sealing material is not used in the original. This material inside the bushing is being washed by water during the FEM operation and evolves into it ions of lead and toxic organic compound (tyuram). This fact is proved by toxicological studies.
Lower and upper sections of cathode are coated by the same toxic sealing material from inside (part that contacts water) and outside.

Anode plating of the false FEM element is inconsistent with technical requirements of the original FEM anode plating. It's durability is approximately 200 times less, it does not allow to synthesize adequate amount of hydroperoxide that reduces antibacterial activities of Anolyte ANK in STEL and leads to inefficient decontamination of water in EMERALD.

C o n c l u s i o n: if you do care of your health use original STEL and EMERALD, when purchasing check quality of electrochemical devices equipped by FEM elements, as well as competence of companies offering these devices, by means of consulting with authors of the original patent FEM-3 elements.
