Institute's mission: coordination and development of work in the field of investigation, development, manufacture and practical application of engineering electrochemical systems and electrochemical technologies protected by the patents of V.M. Bakhir and his colleagues.

Information about companies and natural persons included into the Register of The Vitold Bakhir Institute of Electrochemical Systems and Technologies as well as about those in possession of Author's Qualification Certificate will help to make a wise choice about company-provider of electrochemical activation products and services (STEL, IZUMRUD and ALLIGATOR devices), ion-selective electrolysis with diaphragm (AQUACHLOR, AQUATRON, ECOCHLOR devices) and other systems and technologies.

It is always better to buy any goods from someone officially authorized by manufacturer. Fake articles are not always easily told from the original, especially if falsification object is a new technology or new equipment, and distorted image of the product is projected since the information comes from an unreliable source. As a result, the consumer is dissatisfied and feels cheated.

As a new scientific-technical line of investigation electrochemical activation was born in 1972. The first claim for invention in the field of electrochemical activation was lodged in 1974. The general public in the Soviet Union first learned about electrochemical activation technology in 1981 from the article “A surprise water” published in the journal “Izobretatel I ratsionalizator” (Inventor and rationalizer). The article's author, the jourmalist Viktor Latyshev for the first time used fairy-tale notions of live and dead water in relation to water subjected to electrochemical exposure at cathode or anode of a diaphragm-type electrolyzer ( catholyte and anolyte, correspondingly). Then there was a sensation caused by activators' manufacture and employment of electrochemically activated water for medical purposes. Numerous "inventors" and "historians" emerged. Reality was lost in the information flow. This information orgy is still an issue of the day, and gradually becomes more evident as experts in various fields begin to realize the potential of applying meta-stable chemicals instead of routinely used ones, and as electrochemical activation technology achieves real success, “live” and “dead” water being just an episode. However, any developing business is always completed by a "moment of truth" helping distinguish good from bad.

Some companies present and offer STEL, IZUMRUD and AQUACHLOR electrochemical devices. They manufacture them illegally, or resell them concealing data on true manufacturer. Many companies distribute information about electrochemical activation technology violating the law of author's rights. Such companies are certain to lack adequately qualified personnel. Dealing with them, a consumer is misled as to equipment technological and engineering characteristics and possibility of its application. Apart from direct material damage for consumer, that results in hampering efficient practical solution of many problems of health care, water purification, ecological purity and safety of different industries and improved quality of people's life with the help of electrochemical activation technologies.

One of the goals of The Vitold Bakhir Institute of Electrochemical Systems and Technologies is protection of consumers' rights by sharing unbiased and reliable information in the sphere of electrochemical activation engineering and technology. The grounds for this mission lie in the fact that it was Vitold Bakhir who created the given scientific-technical field, and since 1972, it has been developed by a research team under his guidance. This is confirmed by numerous documents, publications and inventor's certificates, whose authors are V.Bakhir, his colleagues and collaborators, and complete absence of earlier publications and inventions on the subject of electrochemical activation of any other authors. Recently, V.Bakhir and his colleagues in cooperation with a group of companies have established the only in the world manufacture of FEM-3 and FEM-7 flow-through electrolytic module cells protected by Russian patents and patents of many countries, for engineering electrochemical systems such as STEL, EMERALD, AQUACHLOR, ALLIGATOR, ENDOSTERIL, BAZEX, OXYTRON, AQUATRON, OXYMED, ECOSTEL, ECOCHLOR and many others.

Companies included into the Register of The Vitold Bakhir Institute are actually recommended by the authors to everybody who deals with the given company or a natural person in the area associated with electrochemical systems and technologies developed by the authors.

Author's Qualification Certificate of The Vitold Bakhir Institute certifies acknowledgement by the authors of experts' (companies') qualification, which allows manufacturing engineering electrochemical systems on approved by the authors engineering level, using electrochemical reactors manufactured under the authors' control.
